Jul. 7--INDEPENDENCE -- An unexpected increase in construction costs may put an already sensitive county jail bond referendum in jeopardy, according to members of a committee studying the issue. The 5 percent increase in materials added $550,000 to the $4.3 million Buchanan County Jail project, which could make persuading residents to approve a bond referendum in November more difficult. Committee member Dick Quackenbush of Jesup said it was "a danger" for the costs to go above $4 million in a county that rejected two past bond referendums for the Independence School District in recent years.
