Force passwords to contain numerals
In Hkey_Current_User\Software\Microsoft\Windows\CurrentVersion\ Policies\System you can use AlphanumPwds to specify that passwords contain both letters and numerals by making the REG_SZ value 1.
Minimum length for passwords
In Hkey_Local_Machine\Software\Microsoft\Windows\ CurrentVersion\Policies\Network you can use MinPwdLen (REG_BINARY value is any number) to specify a minimum length
