Jul. 8--ISLE OF WIGHT -- Nearly three years after Hurricane Isabel battered Burwell's Bay, an abandoned cottage sits in a field of weeds and wood splinters. Cinder blocks and a rusty signpost stand where a popular restaurant used to be. The county is using $832,371 in federal money to buy some of that land. There, the 2003 hurricane ripped apart 30 of the 50 houses in the small neighborhood off Route 10 in the northern tip of Isle of Wight County.
