Jul. 14--The only major U.S. city besides Chicago believed to have a blue-bag recycling program, Columbus, Ohio, has dropped its program after 15 months because of poor results. "The cost of recovery is high," said Mike Brown, a spokesman for Columbus Mayor Michael B. Coleman. "We could not justify moving this to a citywide program."
In Chicago, Mayor Richard Daley launched a blue-bag system more than 10 years ago and has stuck with it despite weak participation and a low recycling rate. The Daley administration maintains that the blue-bag approach is the most economical and that the city cannot afford to ...
