Although there is no 'scoop' that we can make on the possibility of reversing both certainties, recent EU initiatives are nurturing new hopes. I am not alluding to the miraculous effects that Brussels had on Valerie Giscard D'Estaing, who recently became one of the 38 'immortal' members of the prestigious Academie Francaise after chairing the Convention that drafted the European Constitution. Nor I am alluding to a recent pan-European report assessing the positive effects of EU membership on our life expectancy in Europe.
