Jul. 15--On a daily basis, Walton County resident Ella Caro watches in dismay as golf carts cruise through subdivisions and weave around local parking lots -- sometimes with children driving.

"There's no way they're allowed on county roads," said Caro, vice chairwoman for the South Walton Community Council's Growth Management Committee. "It's an accident waiting to happen."

Under the Florida statutes, "golf carts" are listed as motor vehicles that are designed for operation on a golf course for sporting or recreational purposes.
