Jul. 16--The Bush administration's decision to order the U.S. military to treat terrorism detainees in accord with the Geneva Conventions is smart, and it's the right thing to do. The war on terrorism presents circumstances unanticipated by conventional military and international law. The Geneva Conventions, for example, were written to ensure humane treatment of the captured uniformed combatants of nation-states, most of whom are signatories to the conventions.
But terrorists typically are not uniformed soldiers serving nationstates, and the clandestine organizations to which they belong are not signatories of the conventions.
