BUENOS AIRES _ Rebuffed last week by an international court but determined to stop the construction of a pair of paper mills in neighboring Uruguay, Argentina is lobbying investors not to finance the controversial projects.
President Nestor Kirchner called on "the international financial system" to abstain from funding the plants, which are going up on the edge of the Uruguay River near the town of Fray Bentos. Argentina also has appealed to the World Bank and the U.S. Securities and Exchange Commission, saying the paper and pulp mills would threaten the environment.
