SPRINGFIELD - A dog license can be a person's best friend.
That's the pitch Springfield officials are making in promoting a program that would allow pet owners to buy a license for their pooch during a routine trip to the veterinarian's office.
The goal is to simplify the licensing process while boosting the compliance rate in a city where statistics show that few people obey a law requiring them to license their dogs.
