On June 30, 1993, the U.S. House of Representatives voted to reinstate the Hyde Amendment banning the use of federal Medicaid funds for abortions except in the cases of reported rape, incest, or endangerment to the life of the mother. Since 1978, Rep. Henry Hyde (R-IL) has been able to attach a more stringent version of this funding restriction (excluding only life endangerment) onto the annual House Labor/Health and Human Services/Education Appropriations Bill which budgets the Medicaid funds.
