John reid ruled out scrapping the Human Rights Act yesterday as he unveiled a series of reforms to 'rebalance' justice in favour of the victim. Two major planks of sentencing policy, which were introduced only last year, will be dramatically altered after they were severely criticised in the notorious Sweeney case.
Paedophile Sweeney, 24, was sentenced to life earlier this year for the kidnap and sexual assault of a three- year-old girl from Cardiff, but will be eligible for parole in just five years.
