Naperville moved a step closer to becoming the first Illinois city to allow AT&T's controversial Project Lightspeed into resident's homes.
Much like cable companies, which offer television, Internet and phone services through cable lines, Project Lightspeed offers the same services through phone lines.
However, AT&T claims it's not a cable company and shouldn't have to follow the strict federal guidelines governing cable companies.
