TALLAGHT, Ireland _ The political wing of the Irish Republican Army talked peace all weekend, but made it abundantly clear Sunday that the war to oust the British from Northern Ireland will not end any time soon.
Ten weeks after the British government made a peace offer to the IRA's political arm, Sinn Fein, an offer now known as the Downing Street declaration, the British are still waiting for an answer. They had hoped to get one during the weekend at Sinn Fein's annual party conference, staged here at a drab community center in a dreary housing complex that boasts the highest crime rate in Ireland.
But the peace offer must be approved by the likes of Jim Gibney. Which ...
