Jul. 25--It's a question that's on a lot of minds this week, as work is under way - literally - on a plan for Fort Monroe's civilian future.
And so, to reiterate a question that has been raised in many corners of late: Should Fort Monroe become a national park after the Army leaves, which will happen by 2011?
That question begets others: What is the best way to protect Monroe's heralded historic core, which is centered in the moat-encircled stone fort? What is the best way to protect the natural assets that lie outside the moat, including a wonderful stretch of Chesapeake Bay beach and open land? What's the best way to ensure public access to these ...
