Jul. 27--What started as a misunderstanding over zoning terminology could wind up costing the city of San Ramon at least $160,000 for a ballot initiative officials say is an utter waste.

The debate is over a zoning ordinance revision and how a new land-use designation would affect golf courses. And the opponents' criticism of City Council members has become increasingly personal.

Residents who live near two golf courses say the revision would leave the courses vulnerable to development. The city flatly says that is wrong and is amending its voter-approved General Plan 2020 to appease them.
