The question of whether AAHPERD should attempt to develop a national physical education curriculum for the United States was debated in the August 1986 "Issues" section of JOPERD (p. 18). Those against the idea argued that a national curriculum would direct energy away from the promotion of learning and instead focus on educational philosophy, perpetuate the curriculum already in place (multi-activity model based on sports and games), stifle innovation, take away from "local ownership" of the curriculum, and be an unnecessary repetition since most states already had a state curriculum.
