Jul. 30--Five years after the Sept. 11, 2001, terrorist attacks on America, the state's Homeland Security Office is bloated with unspent federal funds and faces a looming deadline to finish a key security project. Between 2002 and 2005, the Homeland Security Office in Oklahoma was awarded about $101 million in federal funds. Of that, the office has spent only $40 million, leaving about $61 million. In June, homeland officials announced that the state received an additional $19.5 million in Homeland Security funds, bringing the total to about $120 million over five years.
