Jul. 29--LA CROSSE-"You have to differentiate who you're mad at and who you're afraid of."
That's a sentence you hear regularly when you talk to officials in La Crosse County about their Justice Sanctions Program. It offers alternatives to jail, such as drug court, electronic monitoring and day reporting.
Faced with jail crowding and a proposed multimillion-dollar expansion/renovation in the mid-1990s, La Crosse County decided to try something other than simply locking up criminals, traffic offenders and those who scoff at paying fines.
