Two years ago residents of Houston, Texas voted for term limits for their city council. They also narrowly supported a loophole that would allow incumbents to circumvent term limits through a petition process.
This year, Democratic Mayor Bob Lanier courted public dissatisfaction when he granted five incumbents salvation by allowing their names on the November ballot, despite numerous deficiencies on their term limits petitions, like the omission of ZIP codes and counties of residence.
