Aug. 1--Toledo Mayor Carty Finkbeiner said yesterday he would explore new ways to solve an old problem in Toledo: how to keep college graduates from leaving the city for larger metropolitan areas.
In particular, the mayor said business and education leaders must focus on creating opportunities -- both employment and quality of life -- that will not only help retain those who grew up in the Toledo area but will attract new residents to it.
