Supporters of President Clinton's Health Security Act of 1993 are convinced that the proposed legislation will allow government to do good and do well. They argue it presents a unique chance to provide universal" health care while lowering the federal budget deficit.
Under the Clinton plan, all Americans will have a "health security card" enabling them to receive guaranteed benefits covering areas such as hospitalization and outpatient therapy. All employers will contribute to health coverage, everyone will pay for coverage and no health plan can reject an applicant because of health, employment or financial status.
