Aug. 4--Frank DeJesus, a Hartford Democrat who was accused of a dozen criminal violations in connection with the petitions that placed him on the Aug. 8 primary ballot, has lost a key member of his campaign staff. Serafin Mendez, who had been the co-chairman of the DeJesus campaign with Edwin Vargas, said Thursday that he had resigned. Mendez said his decision had nothing to do with the criminal case, but because of a difference in philosophy with DeJesus and the growing stress of a heated campaign.
