A YEAR into the job, this weekend Bill Clinton sets foot in Europe for the first time as America's president. The Europe on view is not a pretty sight, and even to past American presidents not a familiar one. Its post-Soviet east is chaotic and insecure. Its stable west is mostly recession-bound and suddenly less cocksure about its own future. There are shooting wars on several fringes. In dispiriting times such as these, Europeans have been accustomed to look to America for a vision and for a lead. Mr Clinton brings little of either.
