California employers have been faced with a Workers' Compensation system that offered far to many opportunities for abuse. With annual Workers' Compensation expenditures of over $11 billion and a state law that provided for minimal control of expenses; opportunistic lawyers, physicians and their agents employed schemes that defrauded the system and added to its costs. Contributing to the problem has been the apathy shown by many employers who abdicate control of their Workers' Compensation program to their insurance company.
