For the last fifteen years there has been a growing interest in performance-based teacher education (PBTE) programs. Growing out of the work of Ralph Tyler (1950) and the competency-based movement of the late 1970's (Spady, 1977; 1978), many of the assumptions of PBTE have become a part of the common language of the American educational system. Professional standards boards have been set up in states such as Nevada, Michigan, Montana, West Virginia, Oregon, and Indiana to generate and monitor the standards for professional practice in education.
