Never in its history has the Federal Communications Commission forced a cable company to initiate carriage of a commercial cable network. Never. Not once.
But that policy apparently is about to end, as the nation's top video regulator is expected to require Comcast Corp. to launch Mid-Atlantic Sports Network, the pay TV home of the Washington Nationals baseball team, prior to the start of the 2007 Major League Baseball campaign.
