Aug. 8--A group calling itself Boca Raton Animal Lovers launched an avalanche of complaints Monday against a no-kill shelter west of Boca Raton in 46 letters filling a half-inch binder. Sid Moskin, of Boca Raton, delivered the binder, titled "Allegations Against Tri County Humane Society" to the Boca Raton City Council. The city owns the land and leases it to the nonprofit shelter, at 21287 Boca Rio Road, just west of Florida's Turnpike.
