Aug. 8--San Ramon's first permanent police chief, Scott Holder, will be sworn in tonight in another step toward the formation of an independent city department. In other business on a brief agenda, the City Council will consider adopting job descriptions for the position of police chief, captain and lieutenant, as part of a new departmental command structure. The proposed pay range for chief is from $91,896 to $153,960, similar to that of other city department heads.
