Aug. 8--By Kevin Flowers kevin.flowers@timesnews.com City officials and a New Jersey firm are continuing to negotiate a $2.5 million deal that could help shrink the city's 2006 budget deficit.

The city is talking with Xspand, a privately owned company that bills itself as one of the nation's largest purchasers of municipal tax liens.

Erie City Council has given Mayor Joe Sinnott its OK to try to work out a contract with Xspand, which has offered to buy the city's liens on delinquent real estate taxes for about 85 cents on the dollar.

City Solicitor Greg Karle and city Finance Director Ron Komorek said no agreement ...
