Progress has been made in developing the field of government ethics as a philosophically structured and normatively guided enterprise. There is a rich and growing body of knowledge that attests to this progress (see Bowman 1991; Bowman and Elliston 1988; Cooper 1990 and 1991; Denhardt 1988; Gortner 1991; Thompson 1980 and 1985).
