The Federal Aviation Administration (FAA) has issued new de-icing regulations that cover commuter airlines and large private planes. The new rules were published in the December 30, 1993, Federal Register. (58 Fed. Reg. 69620.)
Similar regulations affecting commercial airlines were issued last year after an airplane with snow and ice on its wings crashed during takeoff at New York's La Guardia Airport, killing 27 people. Those regulations were criticized by the U.S. General Accounting Office and the National Transportation Safety Board because they did not apply to commuter and private aircraft.
