LOS ANGELES -- An administrative official for Alameda County, Calif, resigned yesterday and released a blistering four-page letter that criticized the way county supervisors handled the underwriting selection for a huge pension bond deal.

Marian Breitbart, an administrative analyst who worked on financings, said in her letter that she has "significant concerns" regarding the capability of the senior manager -- Grigsby, Brandford & Co. -- "to get the ~best deal' for the county in this transaction."

The handling of the matter by the five-member board of supervisors "also puts staff in a rather awkward and somewhat compromising position," Breitbart said. ...
