WASHINGTON -- The Clinton administration's proposed health care reform is having at least one beneficial effect. It's "encouraging" business owners to offer employees health care coverage, lest their businesses become more regulated than they are now.

George Sydnor, chairman of the board, National Association of Wholesaler-Distributors (NAW), believes companies should take their own steps to control health care costs.
