TERRORIST outrages of one kind or another have often interrupted a Middle East negotiation, but never derailed it. The massacre in the Tomb of the Patriarchs mosque in Hebron by a deranged follower of the late Rabbi Meir Kahane may be of a different, and more dangerous, character. It came at the moment of an intense struggle within the Palestinian community, a struggle that had already called into question the PLO's ability to come to closure on the agreement being negotiated with Israel. Anything that inflames the Palestinian street, as this has surely done, strengthens the hand of the Islamic extremists who oppose any peace with Israel.
