WASHINGTON _ Colombian President Cesar Gaviria was elected secretary general of the Organization of American States Sunday after a hard-fought campaign that drew cries of indignation from his top rival, Costa Rican Foreign Minister Bernd Niehaus.
Moments after top envoys from Latin America and the Caribbean handed Gaviria a first-round 20-14 victory over Niehaus, the Costa Rican blasted the United States and other large nations for using strong-arm tactics to help Gaviria win.
