A MASSIVE project to protect Venice from the sea is endemic of a changing attitude to public spending on major infrastructure projects in Italy. The controversial barrage is one of the most high-profile schemes initiated by Mr Silvio Berlusconi's government, which was keen to make a lasting impression on Italy with a vast programme of infrastructure projects. Now the tide is turning against such schemes as the coalition of Berlusconi's successor, Mr Romano Prodi, comes under increasing pressure to redress the budgetary deficit it has inherited.
