Aug. 21--Each television season, one or two productions cut through the clutter of mediocre programming with a power and resonance that makes them seem almost too good for TV. Last September's PBS premiere of Martin Scorsese's No Direction Home, a soaring biography of Bob Dylan held that distinction.
