Cuba, excluded from joining the North American Free Trade Agreement as long as the U.S. trade embargo remains in effect, may not be entirely left out of the trend toward regional economic integration.
It is among the 25 sovereign nations and 15 colonies proposed for membership in the Association of Caribbean States.
The association, which is expected to be formed this summer, is spearheaded by the 13-member English-speaking Caribbean Community, or CARICOM. It would include other Caribbean islands, Central American nations, Mexico, Venezuela, Colombia and Surinam.
