ONE MIGHT think President Clinton would be anxious to shift attention away from his embattled health-care proposal and his personal financial dealings, and onto welfare reform. After all, welfare reform is nothing if not popular. During his campaign, Mr. Clinton found that merely running a pro-welfare-reform television ad could temporarily boost his support. And reform might even make a real improvement in people's lives.
Perhaps. But Mr. Clinton's fellow Democrats are deeply divided on the issue. Moderate factions agree with the President, but a large liberal bloc is firmly opposed to anything resembling substantive reform.
