Aug. 22--Fifteen years after the state General Assembly imposed an income tax a new report criticizing its impact is stirring up old arguments.
The report, "Fifteen Years of Folly: The Failures of Connecticut's Income Tax," was written by D. Dowd Muska, the Philip Gressel Fellow for Tax and Budget Policy at the Yankee Institute for Public Policy, a conservative think tank based in Connecticut.
The 24-page report states the income tax has not lived up to its proponents' promises, failing to "fix the state's fiscal condition and ... jump-start the Connecticut economy."
