Aug. 24--Learning from the chaos of last year's Hurricane Rita evacuation, local authorities are building a database to help emergency responders find and plan for the evacuation of about 6,000 Southeast Texans with special needs. But it will take the cooperation of the people it's designed to help the most. Last year, cities scrambled up until the final hours to pick up these residents and hustle them out of town by plane, bus and even ambulance.
