Privacy Culture and the Law

This paper is based on earlier work by my colleagues Nancy Trott and Rosalie Cress.

The privacy culture continues to develop. Concerns about protecting personal information percolated in the 1990's and most jurisdictions legislated to protect personal information as collected and used by the public sector. For some time, Quebec stood alone in imposing obligations on the private sector. Things started to heat up quickly when the federal Personal Information Protection and Electronic Documents Act ("PIPEDA")1 came into effect in 2001.
