The system that brought a proliferation of speed cameras to our roads is to be overhauled next year. Rhodri Clark considers what will come in its place LOVE them or loathe them, speed cameras are here to stay. But changes are afoot, partly in response to loud complaints from drivers who loathe the cameras or even regard speeding fines as a 'stealth tax' .
