THE TRANSPORT and accessibility problems of those living in rural areas are well recognised. The Countryside Agency has set up rural transport partnerships to address the issue. The Market Towns Initiative, which alms to give a 'new lease of life' for market towns, is also concerned about transport issues in rural areas: transport is one of the key areas for action under the initiative. Spatial planning policy also stresses the importance of accessibility considerations in decisions on the location of both housing and employment-related development, emphasising the desirability of concentrating growth in towns rather than in the wider countryside.
