SEOUL, Aug. 31 (Yonhap) -- The U. S.-led United Nations Command (UNC) has appointed Col. John W. Towers as new secretary of its Military Armistice Commission which oversees a cease-fire accord that ended the 1950-53 Korean War, UNC officials said Thursday.The armistice, which was signed by the UNC commission, North Korea and China, was never converted into a peace treaty, leaving the Korean Peninsula technically in a state of war. South Korea was not a signatory to the armistice.
