Sep. 3--FLOWER MOUND -- On June 8, 2005, Kenneth Baldwin took his seat on a 13-member task force studying the future of gas drilling in Flower Mound. His seat was one of four reserved for residents without financial ties to drilling. But five months earlier, Mr. Baldwin had signed a lease promising royalties for drilling rights under his property.
Several Town Council members said they were unaware of the lease until contacted by The Dallas Morning News and would not have included Mr. Baldwin had they known. Mr. Baldwin said he did nothing wrong.
