environment Minister Marthinus van Schalkwyk was "technically and legally incorrect" in some of his reasons for partially upholding an appeal against a proposed expansion of Cape Town's container terminal, the Council for Scientific and Industrial Research (CSIR) said in a report yesterday.
But the parastatal research institution conceded "strong merit" in Van Schalkwyk's suggestion that more detailed information was needed on where, and what kind of, replenishment sand would be obtained for Table Bay beaches if the container terminal expansion project caused severe beach erosion.
