HERE is an immensely successful trading nation with foreign- currency reserves of $84 billion, the second biggest in the world. Yet when its president goes abroad, he cannot be received with the dignity due to the leader of a talented and industrious people. He has to pretend that he is "on holiday" and conduct his negotiations in a covert manner. The country is, of course, Taiwan, whose president, Lee Teng Hui, returned this week from a tour of Indonesia, the Philippines and Thailand.
