RICHMOND - The State Water Control Board rejected two major development proposals Wednesday - one on the Peninsula, the other on the Eastern Shore - in decisions cheered by environmentalists and watermen.
Many environmentalists say the decision reflects the board's more critical eye . All its members were appointed either by former Gov. Mark Warner or Gov. Timothy M. Kaine , both Democrats who pledged to be more environmentally sensitive than their Republican predecessors .
