Sep. 8--OCOEE -- The city-owned cemetery is like a Monet painting: orderly and picturesque from afar, but on closer examination, the disarray is apparent. Headstones sit askew, knocked off-kilter by tree roots and shifting sand. Monuments are draped in decorations gray with age and mold. Others are obscured by silk flowers, statues and other tchotchkes left as mementos. Borders of concrete encroach on other plots, making it difficult to tell where one grave starts and another ends.
